New Tax Relief Proposal 

I am asking Town Council to introduce a 35.1 mill property tax to fund a $2 million annual payment to the James Island Public Service District for fire protection.   Currently, the JIPSD funds fire service in the Town by directly taxing the Town’s property owners.

I am asking the JIPSD Commissioners to reduce the operating millage they collect in the Town by 35.1 mills and allow the Town to pay the difference directly to the JIPSD.   The JIPSD currently collects 51.1 mills in the Town, so a 35.1 reduction would leave the JIPSD 16 mills to fund solid waste collection and other services in the Town.   If the JIPSD and Town come to an agreement, the total operating millage collected by the Town and JIPSD together would remain 51.1 mills.  

Municipalities are legally-obligated to provide a LOST (Local Option Sales Tax) property tax credit against their own millage.   For the 2015-16 fiscal year, I am proposing a $2 million property tax credit, which would zero-out the Town’s new millage.   IF the JIPSD and the Town come to an agreement, I project that the tax savings for a homeowner would be 31% on the County tax bills going out to Town residents this fall.   

JIPSD Chairman Donald Hollingsworth initiated monthly Chairman/Mayor meetings this year.  I outlined the Town’s new proposal to the Chairman at our March meeting.  I also told him that Town’s proposal from last year remains on the table.   If the Commissioners agree to allow a Town tax credit on the JIPSD line on the County tax bill, the introduction of a Town property tax can be postponed indefinitely.    I greatly appreciate Chairman Hollingsworth’s willingness to discuss the Town’s tax proposals and I hope that the Commissioners will come to an agreement with the Town that allows for tax relief this year.

BZA Public Hearing, April 21, 2015 

The Town of James island Board of Zoning Appeals will hold a public hearing at their regularly scheduled meeting on Tuesday, April 21, 2015 at 7:00 p.m. at the Town Hall, 1238-B Camp Road, James Island, SC 29412 (843) 795-4141. Town Council Report March 19 

Town Council waived the one year waiting period for reapplication for the cell tower at the soccer field. The application will be resubmitted and return to the planning commission before coming back to Town Council for a public hearing and first reading, perhaps as soon as April 16.

Council recognized Jane Hale, our Senior Finance Clerk who will be retiring at the end of March. She started with the Town during the third incorporation and returned soon after the Town started up again in 2012.

The draft 2015-16 budget was presented to Council. The public hearing on the budget and first reading is scheduled for the April 16 meeting.

Council choose the Mayor to Chair the History Committee who asked Mayor Pro-tem to help. Council selected the following members selected for the History Commission were Doug Bostic, Eugene Frazier, Paul Hedden, Ashley Welsh, Inez Brown Crouch, Donald Hollingsworth, William "Cubby" Wilder, and Willis "Skipper" Keith.

Council tabled the resolution regarding representation on the CARTA board. Councilman Stokes spoke with some members of the CARTA board and they suggested that a substantial annual budget commitment would be necessary for the Town to join the board and that would not be for new services. CARTA has a large financial deficit at the current time. I want to do an analysis of the CARTA budget situation before the Town pursues this further.

Council approved a resolution opposing the search for oil off the South Carolina coast.

Council approved second and final reading of the emergency purchases ordinance and the emergency powers ordinance. These ordinances were adopted on the advice of the consultant who is helping the Town review and revise our emergency plan. The ordinances are very similar to those of the Town of Kiawah Island. The first draft of the Hurricane portion of the plan has been completed.

Traffic Alert: Nighttime Lane Closures continue for the Harbor View Road Improvements project
 

Charleston County Government announces nighttime lane closures starting on Sunday, March 22, 2015.  Crews will be working on Harbor View Road between Fort Sumter Drive and Lawton Place for the Harbor View Road Improvements project. All work is weather permitting.

 

 

March 22 – April 3:

 

  • Nighttime lane closures will occur on Harbor View Road between Fort Sumter Drive and Lawton Place.
  • The work will occur between 8 p.m. and 6 a.m. Sunday through Thursday nights and between 7 p.m. and 8 a.m. Friday through Saturday nights.
  • Flagmen will be on site to control traffic. 
  • At no time will the entire roadway be blocked to traffic.
  • Drivers will have access to businesses and residential properties along Harbor View Road at all times.
  • At least one lane will remain open to traffic under flagging operations.
  • Drivers traveling through the project’s construction zone are asked to be aware of equipment and crews working in the area at all times.

 

The purpose of the Harbor View Road Improvements project is to improve traffic flow and safety on Harbor View Road and to provide adequate bicycle and pedestrian facilities. The scheduled completion of the project is expected in September 2016.

 

The project will include the addition of a center two-way left turn lane between North Shore Drive and Affirmation Boulevard, the addition of right turn lanes at major intersections, the addition of traffic signals at Fort Sumter Drive and Mikell Drive, the construction of a roundabout at the intersection of Harbor View Road and Fort Johnson Road and the addition of pedestrian and bicycle facilities.
